Season 4 Rating Requirements Increased

The World of Warcraft Armory has activated two Season 4 items. The two items, both shoulder pieces, indicate that the personal rating requirements on shoulders will be increased to 2200 on the release of Season 4. There is no official word from Blizzard whether this is accurate or not, but why would the Armory lie?
